This role will act as single point of contact for requirements gathering, sourcing, negotiation and contracting of high strategic value, complex, high risk and innovative transactions supporting the R&D organization. This individual is expected to have a deep understanding of the end-to-end business strategies, innovation objectives for Research & Early Development, Global Drug Development and Enterprise Digital Strategies.

The Strategic & Innovative Transactions Lead will be empowered to mobilize multiple stakeholders and subject matter experts (as appropriate) across the Company (e.g., R&D, IT, Business Development, Legal, Finance, etc.) to make decisions and manage escalations. This individual is expected to be highly skilled in effective cross-functional stakeholder management and must have the ability to identify optimal solutions to meet business requirements in accordance with category strategies.

Major Responsibilities and Accountabilities:

Partner with key relevant cross-functional senior business stakeholders to enable functional innovation strategies and initiatives for Third-Party solutions:

Partner with stakeholders to understand strategic business and innovation priorities and document requirements
Maintain strong working knowledge, alignment, partnership across relevant categories (e.g. R&D, IT, etc.) to optimize supplier transaction outcomes with business unit/category strategies
Effectively navigate complex matrix organizations and influence key stakeholders to drive outcomes in partnership with BP&S category leaders
Act as single point-of-contact for innovation transaction demand gathering and funneling through right channels

Lead facilitation of innovation initiatives execution across business and enabling functions stakeholders

Proven ability to design and lead development of complex and novel transactions from early stage/proof of concept through mature partnerships for a variety of emerging and disruptive digital technologies and data solutions applicable across all business units of a pharmaceutical organization
Manage a book-of-work that is developed and executed in congruence with organizational objectives and sourcing strategies
Collaborate with Sourcing Excellence leadership to identify/implement continuous improvements to optimize the efficiency and effectiveness of Third-Party transactions
Locate and select potential Third-Party solutions, develop and review specifications, statements of work, performance terms, and/or acceptance criteria and review and revise procurement practices to ensure their conformance with established laws
Leverage appropriate methods of procurement and perform cost benefit, Make vs. Buy, should-cost, and TCO analysis; prepare and solicit competitive bids, quotations and proposals with pertinent specifications, terms and conditions in collaboration with category leaders
Evaluate and execute competitive offerings to determine the overall best offer for a solution, negotiating contracts, obtaining legal review and advice, facilitating and issuing non-standard contracts, leveraging partners to support facilitation of contracts where appropriate
As required, develop strategies including assessing decisions to make, buy or lease, or outsource products or services
Ensure negotiated terms are translated into contractual terms, following BMS templates provided by Legal Dept (if applicable) and working in close partnership with BMS Lawyers when needed.
Has an ability to apply agile contracting models and has a strong ability to take accountability for solutioning including drafting off template in compliance with Law Dept guidelines
As required, work with Legal and appropriate parties to develop non-standard contractual terms and conditions to address unique and novel risk profiles, deal structures and goods/services
Ensure appropriate written guidelines are followed and/or SME input is obtained throughout the process (eg, privacy, finance, international and domestic taxation, customs and trade, information security, systems quality, software asset management, and other SMEs)
Ensure key agreements and contracts are reviewed by peers and superiors to protect and advance the companys interest
Oversee work product of external consulting/contingent resources related to innovation transactions

Foster relationships with cross-functional and external stakeholders to bring outside-in innovation to the business

Remain current with market trends through relationships with cross-functional category teams, preferred suppliers, start-ups, and market experts



Qualifications:
Minimum Requirements:

Minimum education level of a B.S./B.A.
Minimum of eight (8) plus years of business experience including multi-disciplined procurement experience and/or similar discipline (e.g. business development)
Minimum 8-10 years practical experience drafting and negotiating agreements related to the bio/pharmaceutical or life-sciences industry
Minimum of 3 years Pharmaceutical Procurement experience
Experience participating on cross-functional and/or global teams
Internal stakeholder management, data/information management, category management, process redesign and continuous improvement expertise, project management and performance measurement skills
Procurement process knowledge, contract management, financial analysis, market analysis, supplier analysis, supplier diversity, supplier management, technology utilization, strategic planning and integrated supply chain experience
Strong management and team leadership skills, demonstrated by a track record of success leading projects and other problem-solving initiatives with cross functional teams
Preference for candidates having experience emerging and disruptive digital technologies and data solutions applicable across all business units of IT and/or R&D


Preferred Qualifications:

M.S./M.B.A./JD
Professional certifications (e.g. CPM, CPIM).
Proficient understanding of biopharmaceutical/biotechnology drug development life cycle
