POSITION SUMMARY:
Administers a wide range of HR initiatives, policies, and procedures for all County employees. Heavily focused on employee & labor relations, training & development, and benefits. Also works with all facets of the human resource function including but not limited to: performance management, conflict resolution/mediation, recruitment, etc. Must have a firm understanding of HR and the various functions that are administered. Interacts with employees across all levels within the County. Develops and maintains strong working relationships with key personnel. Maintains a positive work atmosphere by behaving and communicating in a manner that is professional with customers, clients, co-workers, and supervisors. Reports to the HR Director and Assistant Director.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Provides leadership and guidance to HR team. Serves as a team leader on various HR initiatives, taking ideas from conception to delivery. Acts as the point person for the HR department when the HR Director and Assistant HR Director are unavailable.
Functions as an HR Business Partner for one or more divisions and assists in other areas as needed and assigned. Recommends, counsels, and advises on a myriad of employment actions. Coaches and mediates as needed to improve relationships between employees and managers.
Manages one or more major functions of the HR Department including grievances, training and development, and/or benefits. For grievances: reviews, analyzes, and recommends appropriate action items to mitigate future exposure. Leads meetings, which may include interacting with Union Business Agents, helping to resolve disputes and ensure that grievances are answered timely. For benefits: Oversees benefits administration, including managing plan audits and submitting government reports. Provides guidance to the Benefits Administrator. Manages implementation when changing plans or vendors. Resolves complex employee benefit issues.
Submits EEO-4 and EEOP reports annually. Maintains other records, reports and logs to conform to EEO regulations.
May assist with union negotiations.
Manages internal investigations when complaints are presented. Ensures that appropriate union protections are followed (i.e., Weingarten, Loudermill). Provides guidance to HR team on these matters before escalating issues to the HR Director and/or Assistant HR Director.
Acts as a lead for the internal HR procedures relative to unemployment, assisting HR Business Partners as needed.
Maintains compliance with federal and state regulations concerning employment.
Maintains Human Resources Information System (HRIS) records and compiles reports from database.
Performs various administrative actions using our HRIS systems Lawson and applicant tracking programs.
Compiles data from personnel records and prepares reports. Conducts or oversees internal audits. Assists in maintaining and completing accurate files and records for the department.
May participate in the recruitment process, including onboarding, training, new hire orientation, and the Merit Hire program.
May assist with benefits administration and workers compensation matters.
Participates in administrative staff meetings; attends other meetings, trainings, and seminars.
Maintains confidentiality at all times regarding all aspects of the HR function.
Works on Special Projects as assigned by management.
Performs other related HR duties as assigned.

Pay: $62,000.00 per year
