Johnson & Johnson Health Care Systems Inc. (JJHCS ) provides contracting, supply chain, business services, and strategic solutions to customers and commercial intermediaries of U.S.-based Johnson & Johnson companies, including hospital systems, health plans, distributors, wholesalers, purchasing organizations, government payer programs, and government healthcare institutions in the U.S. JJHCS also engages with customers to provide streamlined supply chain services for our products that seamlessly integrate with customer operations, address shared evolving market challenges to value-based care, and develop innovative solutions that improve patient care and access.
Acting on behalf of Johnson & Johnson Innovative Medicine and MedTech operating companies, the Government Contracting team is responsible for ensuring efficient and compliant end to end contracting with Federal, State and Local Government entities as well as support for Government programs such as Tricare Retail and 340B.
The Government Contracting team is relied upon to negotiate contracts, daily monitoring of the Price Reduction Clause as well as monitoring of policy and legislative changes. Ensure that disclosures are provided to the Government in compliance with terms and conditions of each contract. In addition, the team is responsible to review commercial strategies for impact to Government contracting, report findings and develop recommendations for alternate strategies.
The Senior Analyst, Government Contracts will be responsible for providing analytical support in the development of profitable, limited risk contracts for Pharmaceutical and Med Tech Operating Company Federal contracting needs. The Senior Analyst will report to the Manager, Government Contracts.
Key Responsibilities:

Review and approval of payments and management of the Bi-Weekly Communications process.
Performing product/price analyses, preparing documentation for contract actions and modifications.
Gathering and analyzing data as required by the terms and conditions of each agreement.
Monitoring the Federal Supply Schedule Tracking Customer Compliance System (FTCC) Alarm system for contract compliance and making sound recommendations to reconcile and/or resolve infractions.
Managing various ad-hoc analyses as required by management.
Preparing Commercial Sales Practice (CSP) reports and performing hard copy contract review and analysis to support the development of contract and modification proposals with minimal guidance.
Active participation in Standard Operating Procedure (SOP) and Work Instruction (WI) reviews and contract audits to ensure compliance with policies and procedures is required.
Understand the functionality of various contracting systems (i.e., CORE and ICS) to be able to provide guidance to the Government Contract Manager regarding system requirements for contract set-up.
Collaborating and communicating with various levels of the Government and internal business partners within Johnson & Johnson Operating Companies.
Required to test and/or create new databases/systems to support business needs.
Responsible for ensuring that all executed contracts and supporting documentation are filed in the appropriate HPE (Record Retention system) folders.
Train, develop and mentor other associates within the Government Contracts organization.
Understand and comply with all applicable Health Care Compliance (HCC), Government Contract & Pricing Compliance (GCC), J&J Guidance Document, Document Management, and all Government Team specific SOPs to ensure all business practices are conducted in a compliant manner.

Qualifications
Education:

Minimum of BachelorÆs Degree in a business field

Experience and Skills:
Required:

A minimum of 6 years of total business experience
A minimum two years in Contracting required.
Ambitious, self- motivated individual with the ability to multi-task and effectively manage multiple priorities is required.
Demonstrated collaboration and partnering skills are required to be successful in this role.
Ability to work independently and in a team environment is required.
Ability to synthesize and clearly compile large amounts of complex data is required.
Ability to develop and utilize analytical tools to evaluate contracting opportunities, determine contract compliance and measure business results is required.
Advanced level skill in Microsoft Office applications is required.

Preferred:

Previous Government contracting experience is preferred.
Experience in contracting systems (i.e., CORE and ICS) and other databases is preferred.
Strong verbal and written communication skills are required as this position requires frequent conversations and communications with Government agency officials.
Demonstrated ability to provide innovative solutions to complex business matters is strongly preferred.

Other:

This role may require up to 10% domestic travel
The salary for this role is anticipated to be between $75,000 to $110,000
